Terror Modules

Do you always wonder why there are so many terrorist attacks and so few busting of terrorists or terror modules. Well, this might give an insight despite the obvious reasons. Always good to confirm the obvious :)

HYDERABAD: There are about 13 terrorist modules or sleeping cells in the city. Each cell comprises around six to 10 operatives who are activated by their foreign masters when required. Ordinarily, when a strike has to be carried out, it is either a team of Pakistanis or Bangladeshis that visit the city, take charge, conduct the recce and execute the plan in coordination with local operatives.

According to police sources, in the Mecca Masjid, Lumbini Park and Gokul Chat Bhandar blasts at least 40 operatives took part.

In the masjid incident alone, four Bangladeshis and two Pakistanis played an active role.

These facts are known to the Special Branch, the Special Investigation Team and the Special Investigation Cell. The city police are aware of the information, or parts of it, for nearly 15 years.

So, the moot question - if they knew of the existence of the modules, why have they not been neutralised? Why have the police failed to take any preventive measures against the recent blasts?

The police claim that they have details about Muhammad Abdul Shahed alias Bilal, Abu Hamza Abdul Bari and a host of other dangerous characters - this being the case why are they still groping in the dark?

The Special Branch (SB) of city police is supposed to keep an eye on foreigners, particularly Pakistanis and Bangladeshis. Is it doing its job properly? Officers at SB say they do not have enough manpower to execute their routine work, which includes verifying details of passport applicants and applications made for new publications.

Some officers who have worked in senior positions in the Special Branch in the past say that with such heavy work load, the process of collecting intelligence and persistent follow-up has never been consistent. More so because priorities have depended on what the police commissioners want. “If one city police commissioner took more interest in the matter, his successor would put it on the back burner,” complained a former SB officer. He added: “The government too swayed with the style of the commissioner and did not give necessary priority to the changing security scenario.”

Some senior officers say that the majority of dwellers of the old city, which is charged with harbouring undesirable elements, cooperate with the police. “They too, like any other well-informed citizen, understand the lurking danger of terrorism and designs of the enemies of India to disturb peace,” says an officer. But the goodwill of these people was never properly tapped, this officer lamented. Another officer revealed that whenever politicians, speaking for the suspects, were confronted with concrete evidence against suspicious characters and explained the ramifications of their activities, they back out.

“It is the conviction of the intelligence officers and the belief that one is not carrying out investigation on flimsy premises that would yield clinching results,” says a former SB officer.

And this article reveals that so far 71000 lives have been lost to terrorism

A senior Central Bureau of Investigation officer on Friday said terrorism has claimed at least 71,000 lives in the country in the past ten years.

Addressing a seminar, organsied by the Indian Institute of Public Administration on the ‘Internal Security in India’ at the Academic Staff College in Visakhapatnam [Images] on Thursday, Superintendent of Police A Sai Manohar said terrorists were targeting religious and other crowded places to inflict maximum loss to the life and property to destabilise law and order, and internal security in the country.

He said 2,765 deaths were registered in 2006 compared to 3,236 in the previous year due to terrorism. Out of this, 27 per cent was due to Left wing extremism and 23 per cent in the North East and 41 per cent in Jammu and Kashmir [Images]. Out of the 608 districts in the country, 231 were plagued by terrorism, he added.

Today, terrorism was being adopted as an alternative to war. It was proxy war to be precise, targeting vital installations and business centres, he said, and added it was also being used to arouse communal tensions in peaceful areas.

As part of Fidayeen attacks on security forces and other strategic targets, a total of 50 such attacks had been carried out in different parts of the country during the past three years.

Fatalities in Maoist violence during 2006 accounts to 742 in which 266 civilian people, 128 security forces and 348 Maoists had lost their lives, he added.

And you thought so much was done so that this doesn’t happen again.. All that you hear about security checks is all just eye wash and more means for uniformed people to harass innocent people. Here’s the proof of the laxity of the so-called security measures .

NEW DELHI: Two terror attacks, one at Mecca Masjid in Hyderabad and the other at Dargah Sharif in Ajmer, were triggered by mobile phones. Investigations revealed that in both the cases, the SIM cards were taken in the same fictitious name Babulal Yadav and the picture given for the purpose of verification was that of a Noida-based yoga teacher, Tarak Nath, who protested when his photo was published as a suspect after the Hyderabad blast.

What was the motive behind spinning the same story for procuring mobiles for the deadly missions? At one level, it was to proclaim that the same terror outfit had carried out the attacks. At another, it was done to mock at our security system.

The procedure for getting a mobile phone connection, you probably know, has been tightened the service providers can’t give it without verifying the subscriber’s identity and bona fides. Obviously, the jihadis were thumbing their noses at this “tightening”.

You would imagine that after this gratuitous taunt, the authorities would have plugged the holes. But, no. Only two days ago, TOI acquired two SIM cards under fictitious names.

It could have been under any name. We chose the names of home secretary Madhukar Gupta and Intelligence Bureau director P C Haldar. It’s not that any one service provider is lax, most of them are, with the exception of state-owned BSNL and MTNL.

The connection in the name of Gupta is a post-paid one from Vodafone (9873310143) and Haldar’s a pre-paid Airtel connection (9958784077). The shady agent who got us the connections bragged that he could provide any connection, under any name.

Given the speed with which he delivered the new SIM cards all of 48 hours and activated the connections, this didn’t seem an idle boast.

We might have identified the agent if that would have plugged the hole in our security. But the entire apparatus of identity checks is really a sieve it leaks at all places. In the race for getting more customers, the mobile phone operators have appointed area agents who, in turn, have recruited boys neither of whom have any appreciation of security needs; their aim is to simply boost numbers.

As a result, not only are connections given with flimsiest of checks, there is proactive help for the necessary paperwork identity proof and the rest are “arranged” by the boys. We, for instance, merely gave the names in which we wanted the connections. We don’t know whose pictures or what addresses have been used or who confirmed proof of residence. All we had to do was pay Rs 200 for the post-paid connection and Rs 150 for the pre-paid connection.

Truly, it’s a frightening situation. After recording a terror toll that’s the highest in the world after Iraq, it is frightening that India takes its security so casually.

While, we are on the same topic, this shows just how much corruption has crept into everywhere.. Mr. Ramesh Reddy, whos probing the police firing on protesters after the May 18 bomb blast at Mecca Masjid, was raided by ACB and was found with disproportionate assets worth Rs 1.13 crore :O Good luck with that police firing inquiry ;)

Reddy was arrested and later produced before the principal special judge for ACB cases in Hyderabad. Simultaneous raids were conducted on the houses of Reddy, his relatives and friends in Hyderabad, Nalgonda and Janagaon. The searches resulted in unearthing of immovable assets, including one three-storied building at Venkatagiri colony in Jubilee Hills and 10 house sites in Namana resorts, Serilingampally, Narsingi, Rajendranagar, Kokapet, Kollur on city outskirts and Janagaon in Warangal district.

They unearthed bank accounts on his name and his family members names with bank balances of Rs 13.57 lakh, 116 grams of gold jewellery, one Innova car, household articles worth Rs 4.14 lakh and insurance policies worth Rs 4.91 lakh. The arrest is not likely to hamper the magisterial inquiry.
